About the ‘Trust for Planned Family’

 

 The A & N Administration had conceived a scheme in 1993 to promote the welfare of women population in the A & N islands and to promote the concept of “Planned Family” to control the population growth in the UT. The scheme was called with the name “Planned Family scheme”. The A & N Administration approached the Govt of India to provide funds for implementing the scheme. After a series of meetings and correspondences, the Govt of India gave permission to the A & N Administration to formulate and implement the scheme in the UT, by establishing a Trust in whose name the funds will be provided by the Govt of India. Accordingly, the “Trust for Planned Family” was set up by a Gazette Notification of the Andaman & Nicobar Administration on 25th Jan 1993, which was amended with a revised notification on 15th March 1996. The objective of establishing the Trust was defined as :

1. To keep the population of A & N islands under control by encouraging the adoption of small family norm.
2. To improve the literacy status of the girls.
3. To discourage early marriage among girls
4. To provide social security for women of the UT in old age.

The Board of trustees was formed as prescribed in the notification with representatives of A & N Administration, Social welfare advisory board and reputed NGO’s. The Secretary (Health) was designated as the Chairman of the board.

As a part of the notification and to fulfill the objectives of establishing the Trust, the “Planned Family scheme” was to be implemented by the Directorate of Health Services (DHS), A & N Administration. The scheme was unique in the country and was to be implemented in the entire A & N Islands. The health centres functioning in the various locations in the A & N Islands under the control of the DHS were designated as “Registration units” for implementing the scheme. As on date (Jan 2010), there are 32 registration centres in the entire A & N Islands for implementing the scheme with break up of :
1. South Andaman District :
2. North and Middle Andaman District :
3. Nicobar District :

The Trust was entrusted with the responsibility of monitoring the implementation of the ‘Planned Family scheme’ through out the Islands and provide necessary advise to the DHS whenever required.
The Trust was provided with a initial corpus fund of Rs 30 crores in 1996 by the Govt of India to be used for providing incentives to the beneficiaries who will be registered under the scheme.

The Govt of India had stipulated that No separate staff was allowed to be engaged or posted for implementing the scheme and the existing officials at the health centres will be utilized. The fund available with the trust will be utilized for providing incentives to the registered beneficiaries and No administrative expenditure can be incurred from this fund.
The meeting of the board of trustees are held periodically and as and when required.
