LG inaugurates e-Dweep Kendra at Dairy Farm

 

CSCs to make all public services accessible to the

common man under single roof

 

The Hon’ble Lt Governor, Lt Gen (Retd) Bhopinder Singh, PVSM, AVSM today inaugurated the 1st Common Service Centre (CSC) set up under the National e-Governance Plan (NeGP) at a function held at the Community Hall, Dairy Farm here this morning. He also launched the e-Dweep portal on the occasion. With this launch, 10 CSCs have been made operational today in the Port Blair Municipal limits. 

 

Speaking on the occasion, the Lt Governor said that the Common Service Centres named ‘e-Dweep Kendra’ have been launched with the aim of improving delivery of government services to citizens under a single roof without the citizens facing difficulties by visiting various offices. He directed that staff manning these e-Dweep Kendras to adopt a people friendly approach, especially towards senior citizens, ladies and illiterate people while dealing with them. “As citizens from various section of the society will come to these centres, the staff engaged here must behave with them in a more polite and dignified manner and provide all the required guidance,” he said. 

 

He further said that in the first phase, 41 citizen-centric services relating to eight government departments namely Civil Supply, Electricity, Deputy Commissioner (SA), Fisheries, Agriculture, Employment Exchange, Transport and Animal Husbandry will be offered through the e-governance Common Service Centers (CSCs) which will provide a boon for people who can submit and collect various required information and documents without visiting the offices concerned. He further said that these e-Dweep Kendras will remain open from 8.00 am to 8.00 pm on weekdays and from 8.00 pm to 1.00 pm on Sundays. People need not now wait for the office hours and can get these services before or after office hours also.

 

He further elaborated that in the due course, more services will be added for delivery through these e-Dweep Kendras. While 10 centres have already started functioning, the remaining e-Dweep Kendra will be rolled out in phases and by July 2012, all the 56 e-Dweep Kendras would be made operational, He further said that out of the total of 56 CSCs planned, 29 centres will be opened in South Andaman, 18 in North & Middle Andaman and nine will be set up in southern group of the Islands. This will go a long way to ensure efficiency, transparency and reliability for delivery of services to common man, he added.

 

The Lt Governor further said that as on date, physical and virtual connectivity continue to remain our single biggest concern. Due to our locations at the edge of the foot prints of ISRO satellites, quality of service is poor, particularly in the southern group of Islands but with the launch of Submarine Optical Fibre Cable Project, we will have much improvement within a year and this will kick start the new developmental phase in the Islands. Increased online ‘government to citizen’ transactions would spur up development of IT enabled services in the Islands which will go a long way in creating thousands of jobs for our youth, he added.

 

Earlier, welcoming the chief guest and others, the Commissioner-cum-Secretary (IT), Shri B.S. Bhalla said that the CSC services have been launched to make all public services accessible to the common man in his locality, through common service delivery outlets and ensure efficiency, transparency and reliability of such services to realize the basic needs of the common man.

 

The function concluded with the vote of thanks proposed by the Special Secretary (IT), Shri Utpal Sharma.
