LG addresses senior level officers

Calls for deliverance of good governance

to meet the aspirations of the people

 

        Port Blair, June 19: Lt Governor, Lt Gen (Retd) A K. Singh today said that good governance and fulfilling the aspirations of the people of the Islands should be the focus of all Secretaries and Director level officers of the Administration. Good governance is the key to meaningful development and also to ensure that benefits of development schemes reach out to people, he said, while addressing the Secretaries and Director level officers of the Administration at Megapode Nest here today.

 

        The Lt Governor expressed his dissatisfaction on the output of the Administration, adding that though some individual officers have made efforts but as a team, collectively speaking, we have much work to do. He observed that why is visit of Lt Governor required for resolving issues which otherwise should have been sorted out at the lower level itself.

 

        On good governance, he said governance is the ability of the government to frame and enforce rules and regulations, and to deliver services to the citizens. He stressed that officers need to have compassion towards the common man and, it is important that Departments should take that extra step to reach out to the people and provide the basic minimum services to all.

 

        On the Citizens Charter, he said that it should be a focussed document and not a bulky dossier. It should be specific, indicating time-lines for dealing with issues and resolving grievances. He informed that a committee of officers under the Chief Secretary has been constituted to finalise the citizens charter. This would be the basic document. Thereafter, each Department will prepare a Department specific Annexure to it. He also said that all public interest information should get proper publicity. He issued directions to the Secretaries for developing a monitoring mechanism wherein they can monitor the movement of files so that proposals are not lost track of. Emphasizing the need for developing leadership qualities in the Secretary level officers, he said Secretaries should take full responsibility of their Departments, and must also learn to delegate responsibility to their subordinates who should be held accountable.

 

        Underlining the need for developing better relations between the PRIs and District Administration, he said PRIs are the backbone of the Administration and both PRIs and District Administration should work in unison to resolve the issues and problems of the people. He also issued directions to the Secretaries/Directors to undertake field visits, at least once in a month including atleast three visits each to North & Middle Andaman and Car Nicobar. Reports of their field visits should be submitted to him through the Chief Secretary on a periodic basis, the LG said.       

 

        Underscoring the need for maintaining punctuality, he said every senior level officer should conform to the timings. “All officers have to remain in office during the notified timings and if required till their work is completed. If there is a requirement for them to be away from office, the Secretaries will inform the Chief Secretary and the Directors will inform the Secretary”. On the work culture, he called upon the officers to elaborate on their job charter and then break it down it into tasks, which, he said will help them in achieving their targets. He further told them to set yearly targets and break them down into 100-day tasks, which will then be easy to accomplish. He further called upon the senior level officers to go into details and achieve mastery of their subjects. 

 

        He further said that all Secretaries and Directors have to remain in their offices during public hearing hours i.e 3 pm to 4 pm. If for some reasons, they are not in office, then the visitors should be directed to next Senior Officer.

84 local youth joins Armed Forces

LG exhorts the new recruits to successfully complete

 the training and make the Islands proud

 

        Port Blair, June 19: It was a proud moment for the Islanders as for the first time in the history of the Islands, 84 local boys, who were selected through the Indian Army Recruitment process, are now ready to join the Armed Forces. At a despatch parade, organised by the Recruiting Office (HQ) Chennai at the Tagore Auditorium here today, the Lt Governor Lt Gen (Retd) AK Singh, presented them with the certificates of recruitment.

 

        Addressing the new recruits, the Lt Governor said that there cannot be a more honourable profession than the Armed Forces. “Each one of you who have been selected are lucky and should feel proud that you have got an opportunity to serve our motherland.

 

        An elated Lt. Governor congratulated the 84 successful recruits and their proud parents, senior officers from the Armed Forces and the Administration for their all out efforts in completing the recruitment process on a positive note.

 

        Describing the Indian Army (Air force, Navy and Coast Guard) as the backbone of the country, the Lt Governor said that Indian Army provides a secure environment for our nation to develop. “I feel proud that I was associated with Indian Army and I credit the achievements in my career to the Armed Forces, he said. Enlightening the gathering about Indian Army, the Lt. Governor said that the primary role of the Indian Army is to safeguard the Nation and its secondary role is to help the civil authorities when the need arises. Apart from this, Indian Army plays a major role in developing the border areas, in sports, environment and creating employment, he said.

 

        The Lt. Governor further asked the boys to always keep in mind three words i.e Imandari, Wafadari and Izzat. These three words will always guide you to move in the right direction so that you become a good citizen of the country, the Lt Governor added.

 

        The Lt. Governor also urged the Armed Forces for conducting the next recruitment rally sometime in Nov/Dec. He further urged them to recruit candidates in combat areas such as Infantry, armour etc. He also requested the local Army Officers to organize training so that the local youth, especially from rural areas can prepare themselves for the main recruitment rallies.

 

        The Lt. Governor also informed the gathering about personal efforts to increase the vacancies for the Islands in the Army Recruitment Rally.  Earlier, only 20 vacancies were earmarked annually for the local youth, but he pressed for 100 vacancies for the youth of the Islands, which have now actualised. He conveyed his gratitude and appreciation to the Ministry of Defence and the recruitment Directorate.

 

        Welcoming the chief guest and others present on the occasion, Col. I V Raghu, Director Recruiting said that today is an important day in the history of these Islands as for the first time 84 candidates from different islands have been selected for training in Indian Army. He expressed his sincere thanks to the Lt. Governor and the entire Administration for their wholehearted support for the successful completion of the recruitment rally in A&N Islands. He said that the new recruits after completing their 6 months training will return to Port Blair by December end for a well earned break.

EME Centre, Bhopal-38

BEG Centre, Kirkee, Pune-26

AOC Centre, Secunderabad-13

Isles 1st International Film Festival on way

 

        Cine goers, especially those wanting to have for films of international interest are poised for an International Film Festival ready for screening here this June and early July on weekends. Accordingly, the Directorate of Information and Publicity in association with Andaman Film Society is organizing the First Andaman International Film Festival at the ASI Auditorium premises.

 

        Films from world acclaimed directors from various countries will be shown for the general public free. These films have been sourced by the Andaman Film Society from the Embassies of Switzerland & France and the Federation of Film Societies of India, Eastern Region.

 

        The films, mainly from Iran, Turkey, Cuba, Switzerland, France, Hungary, South Africa and Mexico are critically acclaimed and have bagged awards on the International Circuit like the Oscars, the BAFTA awards and the Grammy.

 

The screening of these films has been divided into two weekends, one on 28th to 29nd of June and from 5th to 6th of July 2014.

 

 

 

 

 

 

 

 

Bilingual quarterly magazine

 

        The Islands of Andaman & Nicobar have a wonderful culture, a perfect blend of different hues soaked in their varied colours of languages, traditions, folklore and dialects woven into the fabric of a society that can always be proud of. No Islander can deny the existence of a magical touch in our Islands–whether a resident or a visitor.

 

        Hence to be able to preserve, document and ultimately make people aware of the magnanimous talent pool and the plenitude of intellectual property that our Islands behold, the Directorate of Information, Publicity & Tourism, A&N Administration has come up with a novel idea of publishing a bilingual (Hindi/English) quarterly magazine with inputs from our Islanders.

 

        The Directorate of IP, A&N Administration has decided to bring out the quarterly magazine covering various aspects of A&N Islands like Art & Culture, history of tribals and tribal welfare, fisheries, agriculture, history of Andamans, any points of the streams supported by the photographs including poems and write-ups. The magazine is scheduled to be brought out on 15-8-2014.

 

In the light of above, the interested persons are requested to contribute the required articles/inputs supported by the photographs, wherever possible, by 30-6-2014 positively in hard as well as soft copy and should continue to do so for future coverage. Names of the contributor will be mentioned in the article in the form of courtesy. The rare photographs of Japanese period and British period can also be extended which will be included in the photo feature.
